Shawn Hanley - Principal - U.S. Marine Corps Veteran

Shawn is the Principal of Semper Fi Government Relations. With more than 15 years of experience working with state and federal agencies across the country, Shawn understands how to create and implement innovative government relations strategies for multiple clients. Shawn has represented clients in more than 20 states and Federal agencies such as; CDC, HHS, USDA, CDC, VA, DOD, SBA & the RRB.

Shawn is the former Interim-Commissioner with the Georgia Department of Veteran Services and is the longest serving board member in the department’s 70 year history having been appointed by three different Governors. He has worked with more than 20 state governments and he is also a former Deputy Assistant Secretary at the VA, which gives him an acute understanding of how both the state and federal governments operate. Founder and CEO of Green Veterans (a nonprofit organization supporting Vets) he has coordinated multiple government / private sector initiatives in support of Suicide-Prevention efforts amoung Veterans and Military personnel.

As a former Marine, Shawn felt the call to serve again as the war in Iraq raged on in 2005 and 2006. Shawn then served with an NGO in Iraq, preparing and training over 50 different political parties in preparation for their first-ever free elections. Shawn currently lives in Roswell, Georgia, with his son.

Vince McBeth - Principal - U.S. Navy Veteran

Vince's expertise ranges in his relationships and understanding of multiple Federal Agencies, including DOD, DHS, VA, and HHS. He helps clients formulate solutions, organize resources and implement strategies that achieve desired outcomes.
He served 22 years in government positions that included:

  • Office of the President of the United States— White House Fellow to the Honorable George W. Bush.
  • Office of the Secretary of Veterans Affairs— Special Assistant to VA Secretary, the Honorable Anthony J. Principi, and Deputy Secretary, the Honorable Leo S. Mackay, Jr.
  • Office of the Secretary of the Navy— Director of Administration (and Aide) to the Secretary of the Navy, the Honorable Gordon R. England, and the Honorable Richard J. Danzig.

Other Successful Missions

He coordinated transition-related actions for the Department of the Navy during the 2001 Clinton-Bush Presidential transition, served as Transition Coordinator for the Chairman of the Joint Chiefs of Staff in 2007, and in support of the Department of Defense for the 2009 Bush-Obama Presidential transition.
As a Naval Officer, he served on the personal staff of the following military officials:

  • Chairman of the Joint Chiefs of Staff (CJCS)— Special Assistant for Strategy.
  • Chief of Naval Operations (CNO)— Director of Strategy (N00Z) and Special Counsel.
  • Vice Chief of Naval Operations (VCNO)— Special Assistant (N09V), Navy Special Project.
  • Deputy Chief of Naval Operations (DCNO), Information, Plans & Strategy— Special Assistant.

As a senior advisor to the Chairman of the Joint Chiefs of Staff, Admiral Michael G. Mullen, he synthesized requirements, challenges, and opportunities into executable strategies. The Chairman credited Vince's plans as having made his goals and objectives actionable.
As a Naval Surface Warfare Officer, he had Command-At-Sea as the Commanding Officer of:

  • USS McCampbell (DDG 85), a Flight IIA Arleigh Burke-class guided-missile destroyer.
  • USS Tempest (PC 2), a long-range insertion/extraction ship for U.S. Navy SEAL forces.
  • Service in five other warships, which included two Arleigh Burke-class destroyers, an Aegis cruiser, and two guided missile frigates, highlighted his naval career.

Vince holds the following academic degrees:

  • B.S., Political Science, United States Naval Academy.
  • M.A., Fletcher School of Law & Diplomacy, Tufts University (with Harvard University).
  • M.S., National Security Strategy, National War College, National Defense University.

As a Lieutenant Commander (O-4), the President of the United States, the Honorable George W. Bush, awarded him the Legion of Merit.
As a Commander (O-5), the Secretary of Defense, the Honorable Robert Gates, awarded him the Defense Superior Service Medal.
Mr. McBeth holds a Top Secret (Sensitive Compartmented Information) security clearance.

Shane Doucet - Principal - District of Columbia National Guard (retired)

Over the last 17 years, Mr. Doucet has represented clients in a variety of areas, including health care, public pensions, law enforcement, trade, national security, and high-tech. He has been a leading voice on behalf of his clients on issues related to the Medicare Modernization Act of 2003, the Pension Protection Act of 2006, the Genetic Information Nondiscrimination Act of 2008, the Affordable Care Act of 2010, and the 21st Century Cures Act of 2016. Mr. Doucet has specialized in work to promote health and wellness measures before Congress, the Administration, HHS, CMS, EEOC, and the NAIC. He led an effort in 2015-2016 comprised of the leading population care management companies before the EEOC on the utilization and evidence of workplace wellness programs.
Shane has represented healthcare coalitions committed to liberating health data to improve patient and consumer data accessibility and promote innovative uses of data to improve the quality of care. He led successful coalitions to bring greater transparency to healthcare costs that resulted in the first-ever publication of Medicare Part B payments in 2014. He has moderated panels comprised of top union, industry, and trade association representatives on the impact of health reform and has been a featured speaker across the country on key provisions of the Affordable Care Act and the recently passed American Health Care Act. He has also been a featured speaker for such organizations as the Population Health Alliance, American Heart Association, National Coalition for Promoting Physical Activity, California Employee Retirement System Educational Forum, and International Foundation of Employee Benefit Plans.
He has also written opinion pieces in The Hill newspaper and contributed to workplace wellness articles in the Journal of Occupational and Environmental Medicine.

Before joining the private sector, Shane spent time on Capitol Hill working for Congressman Chris John (D-LA), who is the former Chairman of the Blue Dog Democrats and served on the Energy and Commerce Committee’s Subcommittee on Health. While there, he wrote the Rural Education Development Initiative (REDI) Act, legislation designed to assist poor rural school districts, which was signed into law as part of the No Child Left Behind Act of 2001. He also spent time as a legislative aide for State Senator Phil Short in Louisiana. Mr. Doucet serves in the District of Columbia Air National Guard as the Inspector General for the 113th Wing. With his experience in population health, Mr. Doucet initiated an education program “Wellness Warrior” to help soldiers and airmen improve and maintain their physical, mental, and social health and well-being. He has a B.A. in History and English from Tulane University and M.A. in National Security and Strategic Studies with distinction from the U.S. Naval War College.
